2012 Visiting Fellows: Criminal Justice Statistics Programs

The Bureau of Justice Statistics (BJS) is pleased to announce that it is seeking applications for funding for one or more BJS Visiting Fellows to work in its Criminal Justice Statistics Programs with existing BJS data. The overall purpose of this program is to support the scholarly use of BJS data collections, expand the body of policy-relevant research that uses these data, and enhance or inform BJS statistical programs.Under section 302 of the Omnibus Crime Control and Safe Streets Act, BJS is authorized to “make grants to, or enter into cooperative agreements or contracts with public agencies, institutions of higher education, private organizations, or private individuals” for purposes of collecting and analyzing criminal justice statistics.

Research & Evaluation on Children Exposed to Violence

NIJ is seeking multidisciplinary research and evaluation proposals related to childhood exposure to violence. In particular, NIJ seeks applications that address resilience, polyvictimization, Internet harassment/electronic aggression, or justice system responses to children identified as being exposed to violence. For the purposes of this solicitation, “Children Exposed to Violence (CEV)” encompasses a broad area that includes children as both direct victims and as bystanders or observers of various forms of violence in the home, school, or the community, including (but not limited to) peer victimization/bullying/harassment, child maltreatment, domestic violence, and community violence. This solicitation excludes exposure to media violence (e.g., television, movies, music, and video games).

Grants to Encourage Arrest Policies and Enforcement of Protection Orders Program

The Grants to Encourage Arrest Policies and Enforcement of Protection Orders Program (the Arrest Program) recognizes that sexual assault, domestic violence, dating violence, and stalking1 are crimes that require the criminal justice system to hold offenders accountable for their actions through investigation, arrest, and prosecution of violent offenders, and through close judicial scrutiny and management of offender behavior. This discretionary grant program is designed to encourage State, local, and Tribal governments and State, local, and Tribal courts to treat sexual assault, domestic violence, dating violence, and stalking as serious violations of criminal law requiring the coordinated involvement of the entire criminal justice system. The Arrest Program challenges the entire community to listen, communicate, identify problems, and share ideas that will result in new responses to ensure victim safety and offender accountability.

Education, Training and Enhanced Services to End Violence Against and Abuse of Women with Disabilities

Recognizing the pressing need to focus on sexual assault, domestic violence, dating violence, and stalking against individuals with disabilities and Deaf individuals due to the proliferation of such crimes, Congress authorized the Education, Training and Enhanced Services to End Violence Against and Abuse of Women with Disabilities Grant Program (Disability Grant Program) in the Violence Against Women and the Department of Justice Reauthorization Act of 2005. The goal of the Disability Grant Program is to create sustainable change within and between organizations that results in accessible, safe and effective services for individuals with disabilities and Deaf individuals who are victims of sexual assault, domestic violence, dating violence, and stalking and accountability for perpetrators of such crimes. Disability Grant Program funds will be used to establish and strengthen multidisciplinary collaborative relationships; increase organizational capacity to provide accessible, safe, and effective services to individuals with disabilities and Deaf individuals who are victims of violence and abuse; and identify needs within the grantee’s organization and/or service area, and develop a plan to address those identified needs that builds a strong foundation for future work.

Research & Evaluation on Sexual Violence, Stalking and Teen Dating Violence

The National Institute for Justice seeks proposals for research and evaluation on issues relating to sexual violence, stalking, and teen dating violence. The issue areas for sexual violence research are the criminal justice response to particular under-served populations, the development and testing of instruments with diverse populations, and testing of innovative interventions aimed at improving initial criminal justice responses to victims of sexual violence. Priority areas for research on stalking are evaluating offender interventions specific to stalking behavior by current or former intimate partners, and law enforcement and prosecutorial actions regarding stalking. In the area of teen dating violence (i.e., adolescent relationship abuse), applications are sought for additional waves of data for existing longitudinal projects.

Research & Evaluation in Justice Systems

This U.S. Department of Justice solicitation seeks proposals to examine topics relevant to State and/or local criminal and juvenile justice systems policy and practice. Specific focus areas under this solicitation for Fiscal Year (FY) 2012 include: research on District Attorneys’ pretrial diversion programs (anticipates one award of up to $1 million); a pilot study on the impact of incarceration on families (anticipates one award of up to $500,000); and research on the impact of video visitation on offender outcomes (anticipates one award of up to $350,000). Application titles should clearly indicate the focus area selected.
